Jemaah Islamiyah Listing

The United Nations Security Council 1267 Committee has today added Jemaah Islamiyah to its consolidated list of Al-Qaida related entities. The listing took effect at 5pm 25 October New York Time.

Australia requested the 1267 Committee add “Jemaah Islamiyah” (JI) to the list created pursuant to Resolutions 1267 (1999), 1333 (2000) and 1390 (2002).

This is the first time Australia has requested such a listing and reflects the Government’s commitment to combating terrorism and our particular concerns over the activities of JI. Fifty countries including Australia requested or supported the listing. They included Indonesia and all other ASEAN countries, Japan, India, China, New Zealand, Papua New Guinea, all 15 EU countries, seven other Pacific Island countries, as well as the United States, Canada, Korea, Mauritius and Turkey among others. The co-sponsorship of Indonesia was especially encouraging.

As a result of the listing of Jemaah Islamiyah, UN member states are obliged to freeze the funds and financial assets or economic resources of listed individuals and entities; prevent the entry or transit through their territory of listed individuals and prevent the sale to listed individuals and entities of arms and materiel.

The list is incorporated and given immediate effect in Australian law in the Charter of the United Nations (Sanctions – Afghanistan) Regulations 2001.

We are taking concurrent steps to proscribe JI in domestic asset-freezing regulations.
